Fredrick Redd has spent more than 25 years standing at the intersection of strategy, execution, and technology — helping organizations move from ambition to outcome. Not as a theorist. As the person in the room who has actually built the governance frameworks, delivered the multi-billion-dollar capital programs, and, more recently, architected how artificial intelligence gets embedded into the way enterprises think and operate.

His work spans public infrastructure, global consulting, entrepreneurial ventures, and higher education — a breadth few executives can claim, and one that gives him a rare vantage point: he has led from inside the agency, inside the boardroom, inside the P&L, and inside the classroom. That range is not incidental. It's the reason his approach to transformation works.

Pillar 1 - Enterprise Transformation & Governance
Building the structures that let organizations see themselves clearly — and act decisively.

Fredrick built the Port Authority of New York & New Jersey's first Enterprise PMO from the ground up, creating executive governance across a capital portfolio exceeding $30 billion. The result wasn't incremental — it was structural: a 50% reduction in project delays, a 17% increase in net assets, and enterprise standards that still shape how the agency governs capital delivery today. That work earned him the Port Authority Trailblazer Award, but its real legacy is the governance DNA it left behind.

That same instinct — build the framework before you chase the fix — has defined every enterprise role since: designing hybrid operating models for state governments, leading a $9B CARES Act program for the State of Florida, and serving as Deputy Program Manager and Risk Manager on an infrastructure platform valued at ~$1.6 trillion. Governance, for Fredrick, isn't paperwork. It's the operating system that makes everything else possible.

Pillar 2 - Capital Program & Infrastructure Leadership
Delivering at scale, under pressure, across the sectors that keep the world moving.

Few executives have carried risk and delivery accountability across as many capital-intensive sectors as Fredrick has — transportation, aviation, transit, energy, and public infrastructure. He currently serves as Risk Manager on the $2.2B Tren Urbano Rehabilitation & Electrification Program in Puerto Rico and leads risk management for the $1.5B MTA Jamaica Bus Depot Program, where his analysis avoided $3.2M in projected impacts.

As Founder & CEO of three consulting organizations — Project Management Resource Group, Assai Management, and MetroCap Advisors — he has also built the delivery capability from scratch: standing up teams, winning work with clients like Siemens and Lockheed Martin, and scaling firms with contract values exceeding $1 billion. He knows capital delivery from every seat at the table: the owner's, the consultant's, and the founder's.

 

Pillar 3 - AI-Enabled Innovation
Translating artificial intelligence from a buzzword into a governance and delivery advantage.

As Chief Business Development Officer and Vice President of Technical Services at PACO Group, Fredrick is leading the enterprise's AI-enabled transformation — embedding AI into business development, proposal management, project controls, scheduling, estimating, enterprise knowledge management, and executive decision support. It's a natural extension of his governance instincts: the same discipline that reduced project delays by 50% is now being applied to how organizations reason, decide, and scale with AI.

He is a recognized voice on this convergence — a Forbes Business Development Council and Forbes Risk Management Member Leader, a Founding Member of the Senior Executive AI Think Tank, and a contributor to eight Forbes publications. His perspective is distinctive because it isn't theoretical: it's built by someone who has actually governed $30 billion in capital and understands exactly where AI creates real leverage — and where it doesn't.

The Why

Every chapter of Fredrick's career — agency executive, entrepreneur, consultant, professor, athlete — has been driven by the same conviction: that organizations don't fail from lack of ambition, they fail from lack of structure. Strategy without governance stalls. Capital without discipline gets delayed. Innovation without judgment gets abandoned. His role, in every seat he has held, has been to build the structure that lets ambition survive contact with reality.

That conviction is also why he has never stopped teaching. As a tenure-track professor at Syracuse University and adjunct faculty at NYU and the University of Phoenix, and now through his role on RIT's Executive MBA & Executive Education Advisory Board, he has spent as much energy developing the next generation of leaders as he has spent leading organizations himself. He believes the same thing about people that he believes about enterprises: capability without structure and mentorship doesn't scale.

 

And it's why the same discipline shows up outside the boardroom. As a two-time Ironman finisher and four-time marathon finisher, and a classical baritone, Fredrick brings a level of rigor, endurance, and composure under pressure that isn't manufactured for a bio — it's trained, daily, in disciplines that don't tolerate shortcuts.
